This section is abutted by the rapidly developing residential areas of Bonnyrigg Heights and Cecil Hills located to the east and west of Cowpasture Road respectively. The land development and associated traffic generation has emphasised a need to improve the performance of Cowpasture Road will continue to provide for north-south movements for this growing region of Sydney. The existing road serves local, commuter and business traffic including heavy vehicles with increasing traffic generation and delays.
