The RTA proposal to upgrade the Pacific Highway in the vicinity of Karuah, developed to address associated congestion and safety concerns, requires the approval of the Minister for Urban Affairs and Planning. This report reviews the EIS issues raised in response to the public exhibition of the EIS, further information provided by the proponent, and other relevant matters.
