The initial concept was to upgrade Old Windsor Road to four lanes along its existing alignment. However, following a preliminary environmental assessment undertaken in 1992, the road and surrounding elements were concluded to be items of National heritage significance which required conservation. The major objectives of this study were therefore to develop a favoured concept and assess the environmental implications for the road alignment so that it: satisfies the required long term transport function of the corridor with respect to capacity, safety and public transport needs; is sympathetic to the heritage significance of Old Windsor Road and complies with the planning strategies for the area.
